Werner Philipp was was born in August 1967 in Erlabrunn in the Erzgebirge mountains of Saxony, where he grew up. He was not allowed to take university entrance examinations for political reasons in the former GDR, so finished his schooling at the »10-year general polytechnic high school«. This was followed by an apprenticeship in the roofing trade, before finding his way to the pastoral ministry of the United Methodist Church.

After a twelve-month internship with the East Germany Annual Conference in the Netzschkau circuit in Saxony, he studied theology at the UMC Theological Seminary in Bad Klosterlausnitz from 1987 to 1990, then continued his studies after German reunification from 1990 to 1992 at the UMC Theological Seminary in Reutlingen (now Reutlingen School of Theology). Werner Philipp gained his first experience as a pastor in local church ministry for the UMC from 1992 to 1997 in the Großenhain circuit between Leipzig and Dresden in the East Germany Annual Conference. He was also ordained during this period (1994). From 1997 onwards, he worked for nine years as senior pastor in the Reichenbach circuit in south west Saxony, and then since 2006 as senior pastor in the Dresden Emmauskirche circuit and as supervisory pastor at the Immanuelkirche in Dresden. During his local church ministry in Dresden, Werner Philipp attended the three-year Doctor of Ministry Programme in Church Leadership Excellence at Wesley Theological Seminary in Washington DC (USA), where he was awarded a doctorate as Doctor of Ministry (D.Min.) for his successful dissertation. He has also been trained in mediation and conflict management. Since 2015 he has been working on his thesis entitled »Christian Eschatology in the Context of Modern Cosmology« at the Technical University Dresden under Professor Dr. Karlheinz Ruhstorfer.

Besides his work in local church ministry, Werner Philipp was also involved in assignments and auxiliary activities in many areas of the UMC and also going over and beyond the UMC:

2004-2007 - Member of the Committee for the Supervised Period into the Preaching Ministry of the East Germany Annual Conference
2001-2012 - Member of the Advisory Board for Advanced Training of Pastors (Germany Central Conference)
1993-2003 - Secretary for Mission in the East Germany Annual Conference, Member of the Mission Authority (Germany Central Conference)
1992-1996 - Member of the Standing Committee for Mission

Ecumenical activities:

2007-2009 - Chair of the City Ecumenical Group in Dresden

Since 1999 - Member of the Board of »come back e.V.« Zittau (responsible for an addiction clinic with affiliated facilities)
